Creating An Account

What is an Account Number?
An account number is used to authenticate that you are the person who should be making adjustments to your subscriptions. The account number never changes even if you change your e-mail address in the system. You must use your current e-mail address and account number to authenticate your identity to the system when you want to manage your account or create a new subscription.

Creating A Subscription

What are subscription types and how are they used?
There are three types of subscriptions that the CPUC allows users to create.

Specific Proceeding will allow you to create a subscription for one specific proceeding. You will be able to enter the proceeding number you wish to subscribe to.

Documents and/or Industries will allow you to create very flexible subscriptions that are filtered by industry and/or document type. For instance, you can subscribe to all documents created for the Energy industry, or you can subscribe to agendas for all industries.

Time Frame subscriptions will allow you to subscribe to a digest of documents published for a specific period. You can subscribe to all documents published in the last 24 hours, or the last 7 days.

How do I find a proceeding number?
To find a proceeding number, select the "proceeding list on the CPUC web site" link. Use this interface to search for Proceeding numbers by Month and Year.

What is a Time Frame subscription?
Time Frame subscriptions allow you to create a subscription to receive all published documents for a given period. Currently, the CPUC offers two time-frame subscriptions:

Daily: Receive all documents published in the last 24 hours at the end of each business day.
Weekly: Receive all documents published in the last 7 days at the end of each business week.

What delivery method is best?
Daily or immediate? The best subscription for you will depend on your needs and the volume of activity you expect under the criteria of the subscriptions you request. Daily delivery will minimize email traffic related to your subscriptions but you will not receive immediate notification of every published document. Immediate delivery provides more real time notification but also more email to manage.

What are Industries and how are they used?
The CPUC regulates several different types of industries within the State of California. You can choose to filter the documents you receive by industry. For instance, if you are interested in receiving documents that only relate to the Telecommunications industry, you can choose to filter your document selection for just that specific industry.

What is a document group?
A document group is a way of filtering document types so it is easier to select which documents to which you would like to subscribe. The document groups are built to make it easier to subscribe to related types of documents that people commonly search for on the Commission's web site. When you select a document group on the subscription page, the left column will be populated by a list of all the document types that make up the document group. For a list of which document types appear in each document group, see the Document Group List.

What is a document type?
When documents are filed electronically with the Commission or published to the web site, they are designated as a particular document type. For an explanation of the document types, see the Document Types List.

What are some naming tips for Subscription Name?
Enter your own personal name for this subscription that will allow you to remember what this subscription covers at a first glance. For example, if you create a subscription for all documents in the Transportation industry and choose to receive that subscription in a daily digest, you may want to name it, "All Transportation - Daily."

When creating a subscription for a specific proceeding, it is helpful to include the proceeding number in the Subscription Name. For example: "A1022039 (Daily Digest)"

Managing Your Account

On the Manage Account page, you can manage the settings for your subscription account including:

Creating a new subscription
Deleting existing subscriptions
Manage which e-mail address to which subscriptions are sent
Deactivating your account.

How do I delete a subscription?
To delete a subscription, go to the Manage Account page. Search for the subscription you want to delete, and check the box next to the subscription. Then click the DELETE button. If you want to delete all of your subscriptions, click the SELECT ALL button before clicking the DELETE button.

Subscription Delivery

When do digest emails get sent?
Daily digests are sent at 4:50 p.m. each business day. Weekly digests are sent every Friday at 4:50 p.m.

How do I update my e-mail address?
From the Manage Email page, you can change the address to which subscriptions are delivered.

**NOTE: This also changes the e-mail used to authenticate you to the system. However, your account number will always remain the same.

How can I suspend or cancel delivery?
If you want to suspend or cancel delivery of e-mails to your mailbox, without deleting your subscriptions, click the SUSPEND ACCOUNT button on the Manage Account Page. This will suspend your account, but keep all of your settings so that you can reactivate your account at a later time.

Document Types

Below is a list of all the documents that are published by the CPUC and a definition of each document type.

Document Type	Definition
ALJ RESOLUTION	Resolution of the Commission modifying category for a proceeding.
ALTERNATE	A substantive revision by a Commissioner or Administrative Law Judge to a proposed decision not prepared by that Commissioner or ALJ.
AMENDED APPLICATION	Amended Application or amendment to application – a pleading that replaces and supersedes in whole or in part a previously filed application.
AMENDED COMPLAINT	Amended Complaint or amendment to complaint – a pleading that replaces and supersedes in whole or in part a previously filed complaint
AMENDMENT	Formal document modifying a previously filed document or supplementing a previously filed document at the request of the Administrative Law Judge.
ANSWER TO COMPLAINT	Answer to a formally filed complaint or amended complaint.
APPEAL	Appeal of the Presiding Officer’s decision.
APPEAL CATEGORIZATION	Appeal of a ruling on category (“Scoping Ruling”) or appeal of a categorization of the proceeding in Instructions to Answer, Order to Show Cause or in an Order Instituting Investigation.
APPLICATION	Initial request commencing a new formal proceeding.
ARBITRATORS AGREEMENT	Agreement filed by arbitrating parties in an arbitration proceeding.
ARBITRATOR REPORT	Report filed by the Commission Arbitrator in arbitration proceeding.
BRIEF	Document that is formally filed by parties as directed by the assigned judge or commissioner. Reply Briefs must be filed under the BRIEF.
CERTIFICATE OF SERVICE	Certificate of Service should not generally be a stand alone document, but rather be integrated into the filed document.
CITATION APPEAL	Appeal of a Division-issued enforcement citation under Resolution ALJ-377.
COMMENTS	Document that is formally filed by parties as directed by the assigned Administrative Law Judge, Commissioner or Chief Administrative Law Judge or the Rules of Practice and Procedure. Reply Comments are filed under COMMENTS.
COMPLAINT	The initial pleading commencing a new complaint proceeding.
COMPLIANCE FILING	Document filed in compliance with a Commission Decision.
EX PARTE	Report of an ex parte communication pursuant to Rule 8.4. (Note: Rule 8.2 notice of an ex parte communication should be filed as a Notice).
INSTRUCTIONS TO ANSWER	Docket Office Instructions sent to Defendant in a Complaint.
INVESTIGATION	Investigation instituted by the Commission Order Instituting Investigation
LAW AND MOTION	Motions in discovery disputes (to compel discovery; to file materials under seal; for protective order, etc.)
MISCELLANEOUS FILING	Document that does not fit into a document type in the list.
MOTION	Request for the Commission or the Administrative Law Judge to take a specific action in a proceeding before the Commission. Includes Motion for Party Status, Request to Set Aside Submission, but NOT Reassignment. If motion pertains to a discovery dispute it should be filed under LAW AND MOTION.
MOTION FOR REASSIGNMENT	Request for the Commission or the Chief Administrative Law Judge to Reassign the proceeding to another Administrative Law Judge.
NOTICE	Any notice of fact related to the proceeding that does not constitute a notice of intent to file a new general rate application or of ex parte communication. Includes Notice of Intent to Claim Compensation, Notice of Ex Parte and Three-Day Notice of Ex Parte Meeting.
PETITION	Used infrequently, and only if said petition does not fit the definition of either (i) a petition for modification or (ii) petition to adopt, amend or repeal a regulation.
PETITION FOR MODIFICATION	Request to the Commission to make changes in the text of an issued decision.
PETITION TO ADOPT, AMEND OR REPEAL A REGULATION	Initial pleading commencing a new proceeding under Public Utilities Code Section 1708.5.
PRESIDING OFFICER’S DECISION	Proposed Decision of the Presiding Officer in an adjudicatory proceeding.
PROPONENT’S ENVIRONMENTAL ASSESSMENT	The environmental assessment prepared by the applicant of a project as required under Rule 2.4.
PROPOSED DECISION	A decision to be voted on by the Commission, prepared by the Assigned Commissioner or Administrative Law Judge, that is issued for comment.
PROTEST	Opposition to a new application.
REHEARING REQUEST	Application for rehearing of the Commission decision.
REPLY	Reply of the moving party to the Response(s) to a previously filed motion; Reply of an applicant to a protest to a new application.
REPORT	Informational report formally filed pursuant to a Commission decision or the request of an Administrative Law Judge or Commissioner.
REQUEST	Request for Intervenor Compensation.
REQUEST FOR HEARING ON ADMINISTRATIVE ENFORCEMENT ORDER	Request by the subject of an Administrative Enforcement Order for a hearing consistent with Resolution M-4846.
RESOLUTION ALJ-176 CATEGORIZATION	Resolution of the Commission ratifying preliminary determinations of category for proceedings.
RESPONSE	Response to a previously filed document.
RULEMAKING	Rulemaking proceeding instituted by the Commission Order Instituting Rulemaking.
RULING	Written order issued by an Administrative Law Judge or/and Commissioner.
SCOPING RULING	Assigned Commissioner's ruling on scope and schedule.
STATEMENT	Factual statement formally filed pursuant to the request of the Administrative Law Judge or/and Commissioner.
STIPULATION	Formally filed agreement between some or all of the parties to a Commission proceeding on the resolution of any issue of law or fact material to the proceeding.
TRANSCRIPT	Formal hearing transcript by the Commission reporter.
WITHDRAWAL	Withdrawal of a previously filed document.
